Visit the about section on their channel and you will see a page with their channel description and a bunch of other stuff. Your job is to find the little flag button and click on it.

A dialogue box will appear asking for your confirmation. Click on the submit button and the user will be blocked from commenting on your videos.
Blocking from Smartphones
Open the YouTube app.
Assuming that you already have your google account optimized with your smartphone, search the user’s name on the search bar.
When you see their profile on your screen, visit their channel
Click on the menu on the top right corner and you will see a drop down menu similar to the desktop version.
Click on the block user option. Your cyber bully is now blocked from commenting on your videos.
How is this useful?
While blocking someone on YouTube is kind of pointless as they still get to see your videos, so you can’t exactly get rid of them entirely.
